Romanian Senate adopts electronic health insurance verification
The Romanian Senate has adopted a legislative proposal to transition from physical health insurance certificates to an electronic verification system. This measure aims to simplify access to medical services and reduce paperwork for patients.
Under the new rules, medical service providers and public institutions will no longer be required to demand physical certificates if a patient's insurance status can be verified through the National Health Insurance House (CNAS) IT platform. The electronic verification will carry the same legal weight as a physical document and will be secured with a qualified electronic seal and timestamp.
The full elimination of physical certificates is targeted for completion by December 31, 2027. During this transition period, national health cards or electronic identity cards may be used for authentication. Physical documents will only be requested in exceptional circumstances, such as technical failures or system unavailability.
The proposal does not alter insurance eligibility requirements, contribution payment obligations, or the standard package of medical services. An exception is made for individuals who refuse a national health insurance card due to religious or conscientious objections; these individuals may continue to use physical certificates.
