Romanian Senate adopts mandatory training for electric scooter users
The Romanian Senate has adopted a legislative proposal that would require individuals to complete a theoretical training course on road traffic rules and preventive conduct before operating electric scooters on public roads.
The proposed law targets users aged 14 and older. However, individuals who already hold a valid driver's license for any category are exempt from this requirement. For minors under 18, enrollment in the course would require the consent of a parent or legal representative.
Once passed by the Chamber of Deputies and published in the Official Gazette, the Ministry of Transport and Infrastructure will have 90 days to issue orders regarding the methodological norms for the course. These norms will define the curriculum, duration, evaluation methods, and authorized training units. Information regarding course completion will be recorded in a national register managed by the Romanian Road Authority.
