Romanian transport groups seek suspension of TollRo fines
The employers' confederation Concordia and the National Union of Road Transport Operators (UNTRR) are calling on the Romanian Parliament to urgently adopt a law suspending fines related to the TollRo system. They propose a suspension until April 1, 2027, or until the system becomes fully functional.
While transport companies do not contest the new taxation method, they argue they should not be penalized for technical failures beyond their control. Reported issues include the application crashing during trips, incompatibility with certain mobile devices, missing roads on digital maps, incorrect traffic restrictions, and the inability to issue route tickets through to the final destination. Under current regulations, such failures can lead to fines of 2,000 lei every 12 hours.
UNTRR Secretary General Radu Dinescu noted that under TollRo, transporters may pay six to ten times more than the previous annual vignette of 1,425 euros. UNTRR President Daniel Niculescu highlighted discrepancies where two different phones calculate different values on the same route, noting that drivers cannot be expected to constantly monitor the app while driving. The organizations emphasized that approximately 80% of Romanian transporters are small businesses with one to five trucks, making them particularly vulnerable to these recurring fines.
