Romania's ANCPI conducts new security tests on e‑Terra land registry system

The National Agency for Cadastre and Real Estate Publicity (ANCPI) announced a new round of security, functionality and performance evaluations for the e‑Terra land‑registry application, which has been offline since a cyber‑attack in July. The assessments are being carried out by specialists from the Special Telecommunications Service (STS), the National Cybersecurity Directorate (DNSC) and the firm Cyberint after the platform was migrated to the Government Cloud. Identified vulnerabilities are being remedied and each fix is retested before the system can be reopened; technical details remain confidential for security reasons.

ANCPI said the service will be restored only after all tests are successfully validated, with a public update expected by early August. The July attack caused the most extensive technical outage in the agency’s history, halting cadastral offices and delaying thousands of real‑estate transactions, notarial procedures and banking operations that rely on the land‑registry data. In parallel, ANCPI plans to invest roughly €5 million in new IT‑security infrastructure to reduce the risk of future incidents.
