ANCPI cyberattack leaves cadastral services offline, data safe and recovery underway

The National Agency for Cadastre and Real‑Estate Publicity (ANCPI) confirmed that a recent cyber‑security incident forced the suspension of its e‑Terra platform and related IT services. The agency stated that technical and legal databases were **not** compromised because backups were stored in multiple locations, allowing data restoration.

Restoration work is proceeding under the coordination of the Special Telecommunications Service (STS) and cybersecurity specialists. The process includes reinstalling, verifying and hardening each system component before a phased re‑launch. An initial deadline of 22 July was missed, and no new completion date has been announced; services will resume only after each part meets safety standards.

Local offices, such as the Dâmboviţa cadastral office, remain non‑functional, and the interruption is affecting the real‑estate market. Analysts warn that if the e‑Terra system is not back online by 31 July, buyers who secured the 9 % reduced VAT for new homes could be forced to pay the standard 21 % rate.

Cyber‑security experts note that the incident exposes systemic vulnerabilities in both public and private sectors, highlighting a need for stronger transparency and incident‑response standards.
