Romania's ANI detects over €25 million in public procurement conflicts with AI

The National Integrity Agency (ANI) announced that its Prevent 2.0 algorithm, which cross‑checks multiple databases in real time, identified potential conflicts of interest in public procurement procedures worth more than 115 million lei (about €25 million) during May. The system analyzed 641 procedures, 399 lots and a total budget of 86.4 billion lei, issuing 7,133 integrity alerts.

Key incidents included: • An approximately 70 million‑lei EU‑funded contract where a decision‑maker was linked to a subcontractor through a dissolved company. • Around 2.5 million lei across seven lots where a commission member’s spouse was the real beneficiary, leading to the member’s replacement. • A 2 million‑lei “associate‑offer” case where a documentation consultant also bid through another firm he owned. • About 5 million lei in a local authority procedure where councilors held decision‑making roles in a subcontractor.

These alerts enabled early intervention, replacement of officials and warnings that prevented misuse of public funds.
