Romania's ANI identifies integrity risks in 2.3 billion lei of public tenders

The National Integrity Agency (ANI) has identified at least 107 integrity incidents within public procurement procedures between June and September 2026. These incidents involve an estimated cumulative value of over 2.3 billion lei.

Using the PREVENT 2.0 computer system, ANI analyzed 6,346 procurement procedures involving 34,446 lots, with a total budget of approximately 113.7 billion lei. Of this total, over 72.3 billion lei consisted of non-reimbursable funding.

Key findings include a single tender exceeding 1.6 billion lei where a decision-maker from the contracting authority also held a leadership position in a participating company. Other identified risks involved bidding firms having family ties to individuals responsible for contract awards. The 2.3 billion lei figure represents the estimated value of procedures where risks and potential conflicts of interest were flagged, rather than a confirmed loss or diverted funds. ANI noted that its warnings have previously led to the exclusion of bidders or the replacement of evaluation committee members.
