Romania's Constitutional Court reviews Government-Parliament legal conflicts

The Constitutional Court of Romania is reviewing two major legal disputes involving the Government, Parliament, and the High Court of Cassation and Justice.

One central conflict involves a request by the President of the Chamber of Deputies, Sorin Grindeanu. He has asked the Court to determine if a constitutional conflict exists between the Parliament and the Government following the issuance of Government Emergency Ordinance no. 38/2026 regarding the SAFE Program. The dispute stems from the Government's decision to adopt and publish the ordinance after a motion of censure was passed on May 5, 2026, which Grindeanu argues limited the Government's authority to administrative acts only.

The second dispute under consideration involves financial matters related to salary arrears for magistrates.
