Romania's HoReCa sector generates 12.2 billion lei in taxes
In 2025, the Romanian hospitality industry (HoReCa) generated approximately 58.44 billion lei in turnover, a 12% increase compared to the previous year. According to data from the Hotel and Restaurant Owners' Association (HORA), the sector contributed an estimated 12.2 billion lei in total taxes, duties, and contributions to the state budget.
A notable portion of this fiscal contribution came from the taxation of tips. Following the introduction of requirements to record tips separately on payment receipts, the state collected approximately 584 million lei from these amounts in 2025, transitioning these funds from the informal economy into the fiscal system.
The broader tax breakdown includes roughly 5.68 billion lei from salary-related taxes, 4.94 billion lei from VAT, and 993 million lei from profit tax. Despite the growth in turnover, industry reports indicate that company profitability has declined due to rising costs and more cautious consumer spending habits among Romanians.
