Romania's New Public Salary Law Sets Seniority-Based Pay Increases

Romania's Ministry of Labour has released a draft of a new public sector salary law. The proposal introduces six seniority grades for state employees, with automatic base‑salary increases tied solely to years of service.

The grades are: Grade 0 (up to 3 years, no increase), Grade 1 (3‑5 years, +7.5 %), Grade 2 (5‑10 years, +5 %), Grade 3 (10‑15 years, +5 %), Grade 4 (15‑20 years, +2.5 %), and Grade 5 (over 20 years, +2.5 %). Increases are applied successively to the already‑raised salary, not to the original base. Salary calculation will use a function‑specific coefficient and a reference value set by law, without performance exams or managerial approval.
