Romania's Tourism Ministry mandates online presence for all accommodation providers

Minister Irineu Darău, head of Romania's Ministry of Economy, Digitalisation, Entrepreneurship and Tourism, issued Order 948/2026 to amend the rules governing the classification of tourist accommodations. The new regulations require every lodging unit that offers accommodation – including hotels, apartments and rooms rented for tourism – to maintain at least one dedicated e‑mail address and a personalized web page where the operator’s identification data, address and classification certificate number are displayed. The online presence may be a standalone website or a dedicated page on a reservation platform such as Booking.com or Airbnb, provided it contains the required information.

The order also allows operators to provide tourist information exclusively in digital form, using QR codes, mobile apps, in‑room screens or internal TV channels, eliminating the need for printed materials. Mandatory content includes lists of extra services and their fees, room‑service menus, and minibar pricing. Language requirements remain: 3‑, 4‑ and 5‑star establishments must offer information in Romanian and at least two international languages, while 1‑ and 2‑star units must do so in Romanian and one foreign language. The changes align Romania with broader EU measures aimed at increasing transparency and facilitating tax controls for short‑term rentals on platforms such as Airbnb and Booking.com.
