Romania's Tourism Shifts to Experience‑Driven Hotel Standards

Romania’s hotel classification system defines mandatory amenities for each star level. One‑star properties must provide a functional room with a bed, clean linen and basic lighting; the bathroom may be private or shared and there is no requirement for a television or air‑conditioning. Two‑star hotels add a private bathroom and a mandatory TV, while services remain limited. Three‑star establishments must offer a private bathroom, TV, storage space, internet access and usually air‑conditioning; they also provide daily cleaning, a minibar or refrigerator and a breakfast service. Four‑star hotels raise the bar with individual air‑conditioning, a compulsory minibar, higher‑quality bathroom fixtures, cosmetics, a hair dryer, bathrobe and slippers, reflecting a more personalized guest experience.

The tourism sector is moving away from price‑only competition toward experience‑focused offerings. Business travellers are extending trips for leisure, creating a "bleisure" market valued at $430 billion in 2024 with annual growth above 9 %. European tourist spending topped €742 billion in 2024, a 14.3 % rise year‑on‑year. Cities now compete on experiences, using AI‑driven personalization, seamless mobile access and tailored recommendations, with 61 % of consumers willing to pay more for such customized services.
