Rome implements new urban planning rules to ensure construction completion
Rome has approved a new resolution aimed at tightening regulations on urban construction agreements. Promoted by Urban Planning Assessor Maurizio Veloccia, the measure introduces a new system of guarantees to ensure developers complete essential public works, such as roads, parks, and basic services, which have historically been neglected in many peripheral neighborhoods.
The reform modifies the bond system, allowing for the progressive release of guarantees based on work progress, while maintaining a mandatory 25% portion of the total work value until final testing is approved. Additionally, the resolution implements stricter preliminary checks on the reliability of guarantors and eliminates silent consent in verification procedures to enhance public interest protection.
In a related discussion on urban transformation, Carmela Tiso of Accademia Iniziativa Comune emphasized that urban regeneration must prioritize the human element. She noted that while new buildings and services change the physical landscape, the social continuity provided by long-term residents is vital for maintaining community identity and preventing social disorientation during rapid development.
