Rome Requires Permits for Electric and Hydrogen Cars in ZTL from July 1

From 1 July, electric and hydrogen vehicles must obtain a permit to enter Rome’s Limited Traffic Zones (ZTL). The new regulation, approved by the city council (delibera n° 63 of 27 Feb 2026), replaces the previous system that allowed free access based solely on low emissions.

Until 30 June, owners could register online and drive freely in the ZTL; after the change, plate registration only grants free parking on blue‑line spaces, not zone entry. Existing ZTL permit holders such as residents retain free or reduced‑rate access, while other drivers must apply for an annual permit costing €1,000. The measure aims to manage the rise of about 75,000 electric vehicles, curb traffic congestion and improve parking availability. Exemptions include taxis, NCC services, police, disabled‑badge holders, emergency vehicles and car‑sharing services.
