Rome signs agreement to create new substitute‑teacher lists for city kindergartens

The Rome municipality and all union representatives signed an agreement to launch a new municipal procedure for appointing substitute teachers in the city’s kindergartens. The system will generate fresh municipal registers that the administration can draw on only after exhausting the existing Capital Graduates for Substitutes (GCS) and the single nursery‑school roster.

Eligibility will include workers without formal qualifications who have accumulated experience through the Messa a Disposizione (MAD) system, as well as qualified personnel not currently on municipal registers. Candidates will be called first by formal qualifications, then by seniority of MAD experience, and finally by comparable titles. The measure aims to improve the city’s capacity to replace staff quickly, ensuring continuity of education for children and families.

Claudia Pratelli, Rome’s Councilor for School, Training and Labour, said the agreement “recognises the value of years of work by staff who have kept our schools running” and helps address the nationwide shortage of qualified early‑education personnel. Giulio Bugarini, Deputy Head of Cabinet, added that the new list will be complemented by a forthcoming open competition for 80 permanent teachers, raising the total number of newly hired educational staff to over 1,700 for the upcoming school year.
