Rondônia Court suspends R$ 119 million hospital management contract

The Court of Accounts of the State of Rondônia (TCE-RO) has ordered the suspension of a public notice regarding the emergency hiring of a social organization to manage the Adamastor Teixeira de Oliveira Regional Hospital Complex in Vilhena.

The contract, estimated at R$ 119 million for a 12-month period, is being halted following a preliminary injunction by counselor Jailson Viana de Almeida. The court requested clarifications from the State Health Secretariat (SESAU) regarding a significant discrepancy in projected costs. While a previous commitment term estimated monthly costs at approximately R$ 7.19 million, the new notice raised this figure to R$ 9.96 million, representing a monthly difference of over R$ 2.7 million.

In addition to the financial concerns, the TCE-RO identified issues regarding the bidding timeline. The notice allowed only seven calendar days for expressions of interest and an additional seven days for work plans, which may conflict with state legislation requiring a minimum of 20 days for disclosure and 15 days for proposals. The court also noted inconsistencies between the use of calendar days and business days in official publications.
