Roraima prosecutors seek R$ 21.5 million in alleged irregular land deal

The Public Ministry of Roraima (MP-RR) has filed a civil public action against the Boa Vista City Hall and a company owned by Haroldo “Cathedral” Campos, a candidate for vice-governor in Roraima. The prosecution alleges that an expropriation carried out in 2023, during Arthur Henrique’s tenure as mayor of Boa Vista, was irregular and intended to benefit Campos's business interests.

According to the MP-RR, a 4,900-square-meter plot belonging to Campos was selected to house a school or a building for the Municipal Education Secretariat. The prosecution argues that this decision was made without demand diagnostics, comparisons with other properties, or evaluations of existing municipal spaces. The MP-RR is seeking the annulment of the transaction and the return of R$ 21,513,253.05 to the public treasury.

The Boa Vista City Hall has contested these claims, stating there was a “concrete necessity” to expand student capacity. The municipal attorney's office noted that the existing structure allowed for the implementation of a school that currently serves 459 students without requiring new public investments in construction or renovation.
