Rosario officials propose regulation of digital credit platforms
Norma López, Vice President of the Rosario Municipal Council, has introduced two legislative projects aimed at regulating digital credit platforms and virtual wallets to combat rising household debt in the city.
The initiatives seek to empower the Municipal Office of Citizen Rights, Consumers, and Users to intervene in cases involving abusive clauses, lack of transparency regarding interest rates and costs, the absence of “repentance buttons,” and aggressive collection practices. The projects also request that the municipal executive coordinate with the Santa Fe provincial government to implement oversight and sanctions similar to those established in Buenos Aires province. Specifically, the proposals call for investigations into entities such as Mercado Pago, Naranja X, Ualá, and Cencosud.
Data from the Central Bank and the Debtor Central as of April 2026 indicate that the Rosario department has 137,427 people in arrears, representing 41.54% of the provincial total, with liabilities exceeding $2.47 trillion. Local consumer complaints have surged, with debt-related filings increasing by 90.7% in the first half of 2026 compared to the previous year.
