Rosário Oeste court bans new outsourcing via Oscips
A court injunction has prohibited the municipality of Rosário Oeste and Mayor Mariano Balabam from entering into new partnerships with Civil Society Organizations of Public Interest (Oscips) to outsource permanent public administration activities. The ruling follows a civil public action filed by prosecutor Lysandro Alberto Ledesma, alleging that such partnerships were being used irregularly to hire personnel for permanent roles instead of through official public service exams.
The investigation, initiated by the Public Ministry of Mato Grosso, revealed that over 80% of municipal activities were being performed by professionals linked to an Oscip. Authorities also identified evidence of a “ghost employee” who maintained a time sheet without actual recorded attendance.
The court has suspended financial transfers to Oscip Exata and granted the municipal government 30 days to implement legal measures—such as temporary hiring, simplified selection processes, or public exams—to ensure the continuity of essential services.
