Rotterdam coalition aims to add 5,500 middle‑segment rental homes

The new Rotterdam municipal coalition of PRO, D66, VVD, CDA and Volt has pledged to build 5,500 middle‑segment rental apartments over the next four years, with rents capped at €1,228. The plan, outlined in the coalition agreement “Vaart maken,” targets 37 % of the 15 000 new homes needed by 2030.

Housing‑corporation spokespersons from Hef Wonen, representing Haven Wonen, Havensteder, Woonbron and Woonstad, welcomed the shift, saying, “We applaud the municipality’s course change from preserving the current affordable stock to expanding it.” They cautioned that expanding the middle segment could reduce the volume of low‑rent social housing, which currently tops out at €932.

The agreement also contains performance targets, including 3 779 construction starts for social housing between 2026‑2027, and a commitment to discuss new performance agreements and tenant‑organisation involvement in a forthcoming 100‑day work programme.
