Royal College of Nursing urges UK visa reform to stop exploitation of migrant nurses

The Royal College of Nursing (RCN) released a report analysing almost 400 cases of exploitation involving migrant nursing staff in adult social care between 2023 and 2025. The investigation uncovered bullying, racism, financial extortion and threats of visa withdrawal, including instances where workers were forced to pay up to £25,000 to leave their jobs.

RCN chief executive Professor Nicola Ranger called the situation "grotesque" and urged the UK government to overhaul the visa sponsorship system that ties migrant workers to a single employer. The report recommends ending employer control over visa sponsorship, allowing staff to change jobs without a new sponsor, and strengthening investigations of abuse. The call comes as Andy Burnham announced plans for a new National Care Service, highlighting the need for a nurse‑led model that protects migrant colleagues.

The RCN argues that reforming immigration rules is essential to stabilise the social care sector across England, Scotland, Wales and Northern Ireland and to ensure safe, high‑quality care for an ageing population.
