Rozwój Plus proposes parental salary to combat Poland's demographic decline

The association Rozwój Plus has proposed a new demographic policy in Poland aimed at addressing declining birth rates. The proposal, supported by MP Fryderyk Kapinos, introduces the concept of a "parental salary."

Under this plan, parents would receive 3,600 PLN for each child under the age of three. Unlike existing benefit models, this payment would be subject to social security contributions and taxation, ensuring that time spent raising children contributes to the parents' future pension rights. Proponents argue this is necessary to prevent a demographic crisis, noting that Poland's population could decrease by 10 million by 2060.

Data from GUS indicates that live births in Poland decreased in 2025 compared to the previous year, reflecting a long-term trend of low fertility rates. While previous initiatives like the 500+ program were implemented, advocates of the Rozwój Plus plan suggest that a system treating childcare as formal employment is needed to protect the economic stability of families, particularly women.
