Réseau Action Climat criticizes French tourism marketing

The climate advocacy group Réseau Action Climat has issued a report criticizing France’s tourism marketing strategies for targeting long-distance international travelers. The group argues that promoting destinations to markets that rely heavily on air travel contradicts France’s national climate goals and exacerbates the greenhouse gas crisis.

According to the report, while international tourism brings significant revenue—reaching 77.5 billion euros from 102 million visitors last year—it creates several negative externalities. These include increased carbon emissions from aviation and cruise ships, as well as social pressures such as rising rent prices and land use issues in concentrated areas like the Côte d’Azur and Île-de-France. The group notes that cruise ships, which largely use fossil fuels, contribute significantly to air pollution in port cities like Marseille.

Réseau Action Climat suggests that the current strategy favors high-end international clientele at the expense of domestic residents. They point out that accommodation prices have risen nearly twice as fast as inflation over the last 20 years, often driving French citizens to seek cheaper holidays abroad. The group calls for tourism policies to prioritize travelers from France and Europe who can reach destinations via lower-emission transport methods, such as rail.
