RTCP impact study shows expansion and labor concerns

A final impact study conducted by the University of Aveiro for the Direção-Geral das Artes (DGArtes) reveals that the Portuguese Network of Theatres and Cinemas (RTCP) has expanded significantly, increasing its presence in low-density territories and municipalities with less regular programming. The report notes that DGArtes support through the RTCP now accounts for approximately 39% of the total expenses for supported entities, helping to mitigate regional inequalities by providing visibility and resources outside major cultural centers.

However, the study also highlights critical vulnerabilities within the network. Researchers warn that the robustness of the RTCP depends on adequate working conditions for professionals, including technicians, producers, and artists. The report identifies risks such as undersized teams, unstable contracts, insufficient remuneration, excessive working hours, and professional burnout. To ensure institutional continuity and programming quality, the study recommends a transition toward a “second-generation policy” focused on equitable instruments, team robustness, and improved data collection regarding contractual ties and mental health.
