RTI Commission aims to resubmit revised Legislative Instrument by 2026

The Right to Information (RTI) Commission aims to resubmit its revised Legislative Instrument (L.I.) to Parliament by the end of 2026. The instrument is designed to address implementation gaps within the Right to Information Act, 2019 (Act 989) and strengthen the Commission’s regulatory framework.

Stephen Owusu, General Manager of the RTI Commission’s Legal Department, noted that the regulations had previously completed required consultations and met with Parliament’s Committee on Subsidiary Legislation before the process was stalled in Parliament in late 2024.

Following the introduction of a new Board, the Commission must restart certain parts of the process, though the stakeholder consultation phase does not need to be repeated. The Commission is currently incorporating feedback from the new Board and intends to submit the revised L.I. through the Attorney-General.
