Rubén Moreira proposes mandatory Congressional appearances for Mexican Cabinet Secretaries
Federal Deputy Rubén Moreira Valdez has introduced a constitutional reform initiative aimed at making appearances by Cabinet Secretaries before Congress mandatory. The proposal seeks to amend Article 69 of the Political Constitution of the United Mexican States to strengthen the balance of powers and prevent institutional opacity.
Moreira Valdez noted a significant decline in official attendance during the previous administration, citing that attendance dropped from 93.3 percent in 2019 to 61.1 percent in 2022, with no officials attending the sixth report. The initiative proposes that unjustified failure to appear should result in administrative or political responsibilities, allowing the respective Chamber to file formal complaints with the Presidency of the Republic.
