Reports indicate that a 33-hour period of political maneuvering occurred between Rocha Moya's announcement that he would return to office and his subsequent decision to step away again. During this time, the federal government, the Morena party, and its allies reportedly worked to isolate the governor and warn him of potential institutional mechanisms to remove him from office.

Rocha Moya has denied allegations of involvement in narcotics trafficking made by the United States, stating that there are “no minimum elements of proof” to support any criminal conduct. The suddenness of his decision to seek leave reportedly caught the administration of President Claudia Sheinbaum by surprise.
