Rubén Rocha Moya faces legal scrutiny as PAN demands investigation and opposition accuses Morena of shielding him

Governor‑in‑exile Rubén Rocha Moya of Sinaloa reappeared on social media after two months out of office, reigniting controversy over the criminal‑link accusations that have been raised by U.S. authorities and Mexican investigators. The PAN’s national leader, Jorge Romero Herrera, called on the Fiscalía General de la República (FGR) to disclose the status of the investigations and urged the state congress to clarify the legal procedure that would apply should Rocha return to the governorship, noting that his temporary license allows him to reassume the post.

Opposition parties, including the PRI and several PRI senators, have accused the ruling Morena party of protecting Rocha and hinted that his potential comeback is being prepared by the federal government. They claim that Morena’s alleged shielding of a figure linked to organized crime threatens the integrity of the upcoming 2027 elections for 17 gubernatorial seats and 500 federal deputies.

Morena has neither confirmed nor denied any plan to reinstate Rocha, maintaining silence while the governor’s legal situation remains unresolved. The debate centers on whether his return would be lawful under the license provisions or politically driven to preserve the party’s power in Sinaloa.
