Rugeley Smart Energy Project Faces Community Engagement Challenges

Zero Carbon Rugeley (ZCR) is a smart local energy initiative planned for Rugeley, a former coal‑mining town in Staffordshire, England. The project, aimed at redeveloping the old coal‑fired power‑station site, is driven by an external coalition of companies, NGOs and Keele University, with the transnational firm Equans leading the effort. Researchers Adam Peacock (University of Edinburgh) and Zoe Robinson (Keele University) examined the project as a “Top‑Down Decentralised Socio‑Technical Imaginary”, noting that decisions about project boundaries and inclusion were made without direct community input. Their study identified three strategies used by developers to present ZCR as a natural fit for the town and evaluated resident responses, highlighting concerns that the lack of genuine community participation could undermine trust and the perceived fairness of the decarbonisation and social‑justice goals.

The findings suggest that while the technical aspects of decentralised energy systems promise greener and more democratic outcomes, the process of engaging local residents remains critical to the success and legitimacy of such initiatives.
