Russia accuses Ukraine of chemical weapon use amid U.S. aid uncertainty
Russia has accused the Ukrainian armed forces of systematically using toxic chemicals and riot control agents during military operations. During a meeting of the Executive Council of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague, Russia's permanent representative, Vladimir Tarabrin, claimed that Western nations are supporting and coordinating the use of these substances by providing chemical products and precursors to Kyiv.
Separately, concerns have been raised regarding the stability of American military aid to Ukraine. Following reports that the U.S. administration might halt the Priority Requirements List (PURL) mechanism—which allows Ukraine to acquire military equipment purchased by other NATO members—U.S. Ambassador to NATO Matthew Whitaker addressed the uncertainty. Whitaker stated that he was unaware of any changes to the program and emphasized that the United States continues to sell equipment and ammunition to European and Canadian allies for provision to Ukraine. He noted that while the availability of certain systems, such as air defense, is currently lagging behind demand, efforts are underway to resolve these short-term challenges before winter.
