Russia faces fuel crisis as Putin admits unpreparedness for drone strikes

Russian President Vladimir Putin has admitted that the Kremlin was unprepared for the wave of Ukrainian drone strikes targeting Russia's energy infrastructure. Speaking at the Eastern Economic Forum, Putin stated that Russian authorities had incorrectly assumed oil refineries would be treated as purely civilian facilities and would not be targeted during the conflict.

These strikes have caused significant disruption, driving Russian oil refining capacity to its lowest level in two decades. Since the beginning of the year, Ukrainian drones have attacked Russian refineries at least 70 times, resulting in a severe fuel crisis and widespread shortages across multiple Russian regions. In response, Putin noted that Russia is forced to strengthen its air defense systems and that oil companies are working to protect facilities and restore approximately 10% of damaged production capacity.

Separately, reports indicate that Russia has maintained near-continuous drone and missile strikes on Kyiv to exert pressure on the city. Meanwhile, Ukraine has begun a new initiative to make drone flight data available to military and commercial companies to assist in the development of artificial intelligence for defense and civilian applications.
