Vladimir Putin signs Russia's first comprehensive crypto law
Russian President Vladimir Putin signed a law that creates the country’s first comprehensive regulatory framework for cryptocurrencies. The legislation authorises the use of crypto assets for payments in foreign‑trade contracts and for transactions involving mining‑derived tokens and digital securities, while maintaining a ban on domestic payments with crypto.
The law requires all crypto exchanges, brokers, asset managers and digital depositaries to obtain a licence from the Central Bank of Russia. It also sets investor safeguards: non‑accredited investors may buy up to 300,000 roubles of crypto per year through intermediaries after passing a knowledge test, whereas accredited investors face no limit. Banks are empowered to block suspicious crypto transfers.
