Russia Arctic Convoy to China Bypasses Sanctions

Russia is assembling its largest convoy of vessels in the Arctic since World War II to transport oil and gas to China, seeking to circumvent Western sanctions. Many of the ships are under sanctions themselves, lack ice‑class certification, are in poor condition and reportedly crewed under human‑trafficking circumstances.

The convoy is awaiting clearance from one or more Russian nuclear‑powered icebreakers before it can attempt the ice‑filled route. Limited ice‑breaker presence from the United States and Canada reduces the ability to enforce sanctions in the region, raising concerns about safety, environmental risk and the effectiveness of Western restrictions.
