Russia authorizes state takeover of critical infrastructure
Russian President Vladimir Putin has signed a decree granting the state authority to take temporary management of critical infrastructure. This measure allows the government to intervene if private owners fail to implement adequate security measures, violate safety requirements, or fail to promptly restore facilities following damage.
The decree covers a wide range of sectors, including energy, fuel, telecommunications, utilities, transport, and logistics. Under this authority, the state can assume control over material and financial assets, as well as official ownership rights. The Rosimushchestvo (Federal Agency for State Property Management) or other government-designated entities may act as temporary managers.
The move follows an increase in Ukrainian drone attacks targeting Russian oil refineries and logistics hubs. Specifically, the e-commerce platforms Wildberries and Ozon have reported significant damage to their distribution centers and warehouses due to these strikes. Additionally, the decree aims to mitigate disruptions to grain exports caused by attacks on ports and shipping vessels.
