At the 81st session of the UN General Assembly, Russian Foreign Minister Sergey Lavrov reaffirmed Russia's support for India and Brazil to obtain permanent seats on the United Nations Security Council. Lavrov emphasized that any reform of the Council must prioritize increasing representation for the Global South, specifically targeting Asia, Africa, and Latin America.

Lavrov explicitly opposed the expansion of permanent membership to include additional Western nations, specifically naming Germany and Japan. He accused these countries of moving toward paths of militarism and revanchism. He maintained that while the Council should be more representative, the existing privileges and veto powers of current permanent members should not be diminished.

India's bid for permanent membership has received additional diplomatic backing from Mauritius and Portugal. Mauritian Foreign Minister Dhananjaya Ramful endorsed India's candidacy, citing its constructive global role and support for the G4 and L69 positions. Portuguese Prime Minister Luis Montenegro also advocated for increased permanent representation for Africa, India, and Brazil to create a more inclusive Council.
