Russia demands closure of OHR and abolition of High Representative role in Bosnia and Herzegovina

During a UN Security Council session on Bosnia and Herzegovina, Russian Permanent Representative Vasily Nebenzja called for the immediate and unconditional closure of the Office of the High Representative (OHR) and the abolition of the High Representative function. Nebenzja described the OHR as an external protectorate that undermines the sovereignty of Bosnia and Herzegovina and interferes in its internal affairs.

Nebenzja criticized the appointment of Christian Schmidt, stating that his position was not confirmed by the UN Security Council. He also challenged the legal basis for acting as High Representative by First Deputy High Representative Louis Flörch, asserting that such authority can only be granted by the Security Council.

Regarding the domestic situation, Nebenzja noted that recent elections were held peacefully despite external attempts to influence them. He expressed support for a one-year extension of the EUFOR Althea mission mandate to maintain stability and offered condolences following a helicopter accident involving Italian personnel.

In a separate exchange, Bosnia and Herzegovina's Permanent Representative to the UN, Zlatko Lagumdžija, addressed the Security Council regarding the Srebrenica genocide, stating it is a legally established fact by the Hague Tribunal. He responded to criticisms from the Serbian representative, Radomir Ilić, concerning the funeral of Ratko Mladić.
