Russia circumvents Western sanctions via new trade routes and Dubai oil hub

The Russian invasion of Ukraine has not resulted in the international isolation that Western governments expected. Moscow has adapted to sanctions by deepening ties with countries of the Global South and by creating alternative trade and financing networks.

Dubai in the United Arab Emirates has become a key refuge for Russian businesses, a centre for oil shipments on so‑called shadow tankers and a hub for non‑dollar payment mechanisms. The city also hosts a network that transfers Russian oil to Asian buyers despite Western attempts to cut revenue.

In addition, Russia has expanded a production zone in the Alambugka region east of Moscow to assemble Iranian‑origin drones used against Ukraine, while recruiting workers from African states. These steps illustrate how Russia continues to sustain its war economy despite unprecedented Western sanctions.
