Russia conducts raids in occupied Ukrainian territories
Ukrainian intelligence (GUR) reports that Russian police and the FSB have launched the next phase of operation ‘Nelegal-2026’ across temporarily occupied territories in Ukraine. The operation targets residents who have refused to accept Russian citizenship.
According to GUR, individuals without Russian passports are being registered as ‘foreign citizens’ and subjected to Russian migration laws. The intelligence agency states these raids aim to facilitate forced passportization, the deportation of local residents, illegal property seizure, and job terminations. GUR characterized the operation as an instrument of ethnocide.
In the occupied Luhansk region, authorities are reportedly attempting to force passportization on minors, threatening parents with fines, imprisonment, and the loss of parental rights. Similar operations are also occurring within Russia, targeting migrant workers who may subsequently be pressured into signing contracts with Russian forces.
