According to US Congressional documents, the arsenal includes 70 ATACMS missiles, 12 M270 multiple rocket launch systems, over 2,500 227mm artillery rockets, and 47,000 203mm artillery shells, many of which utilize cluster munitions. The deal is set to proceed unless the US Senate or House of Representatives objects within 30 days.

Russian Foreign Ministry spokeswoman Maria Zakharova warned that such a transfer would cause 'serious harm' to bilateral relations between Russia and both Washington and Ankara. She characterized the move as an attempt to 'open Pandora’s box' and undermine mutual trust. Additionally, Human Rights Watch has expressed opposition to the sale of cluster munitions, noting they are banned by 112 countries and pose risks to civilian populations.

Russian Foreign Minister Sergei Lavrov stated that Moscow would intensify efforts to destroy Western supplies used to support the Ukrainian military.
