Russia escalates hybrid warfare and sabotage operations across Europe

Russia is conducting an increasingly brazen campaign of hybrid warfare across Europe, utilizing sabotage, cyberattacks, and asymmetric tactics to undermine NATO support for Ukraine. Security experts warn that these operations, which aim to remain below the threshold of conventional conflict, may escalate from infrastructure disruption to targeted assassinations of defense officials and prominent figures.

Recent incidents include a disrupted murder plot against a Ukrainian-origin American in Warsaw and an alleged Russian-orchestrated drone attack involving explosives at Leipzig/Halle Airport in Germany. Experts, including former British defense minister Tobias Ellwood, have cautioned that the risk of poisoning operations similar to the 2018 Salisbury attack remains a concern.

This campaign is characterized by a “geopolitical mismatch” where Moscow uses “disposable agents” and covert pressure to offset Ukraine’s defensive advantages. While Moscow denies these allegations, European officials increasingly view these actions as state-sponsored efforts to destabilize the continent and disrupt military logistics for Kyiv.
