Russia expands military spending and drone production amid peace rhetoric

Russia is significantly increasing its military expenditures and industrial capacity as the war in Ukraine continues. According to an analysis by economist Janis Kluge, Russian military spending in the first half of 2026 rose by approximately 30 percent compared to the previous year, reaching 10.7 trillion rubles (roughly 106 billion euros). This figure represents about 4.7 percent of Russia's expected annual GDP, a ratio that could exceed nine percent by year-end, marking a historic high since the collapse of the Soviet Union.

Simultaneously, Russia is expanding its drone production capabilities. Satellite imagery shows that a manufacturing site in Jelabuga has grown to over 1,000 hectares, featuring new production halls and fortified air defense perimeters. Analysis from the CSIS indicates that monthly production of Geran-series drones, which utilize Iranian Shahed technology, reached over 5,500 units in March.

Despite this military buildup, Vladimir Putin has recently signaled a potential shift in rhetoric. During the Eastern Economic Forum in Vladivostok, he suggested there is “a chance” to reach an agreement to end the conflict, framing peace negotiations as a matter for Russia and Ukraine to resolve directly.
