Russia extends diesel export ban amid potential peace talks

Russia has extended its ban on diesel, marine fuel, and gas oil exports until September 30. The decision aims to bolster domestic fuel supplies and stabilize prices amid reduced production capacity caused by Ukrainian drone attacks on Russian refineries.

Concurrently, Ukrainian President Volodymyr Zelenskyy indicated that Moscow may be open to renewed negotiations regarding the conflict. Citing reports from American envoys, Zelenskyy suggested a potential de-escalation could occur during the winter. Discussions may focus on critical sectors including energy, grain, electricity, oil, and gas. This comes as both sides continue to target energy and fuel infrastructure, with Kyiv increasing strikes on Russian refineries and terminals, and Russia intensifying attacks on Ukraine's energy production facilities.
