Russian banking system faces liquidity crisis amid massive cash outflows

The Russian banking system is facing a severe liquidity crisis as massive outflows of cash accelerate. Driven by fears of state intervention and potential asset seizures, Russian households and businesses have been withdrawing billions from their accounts. In July 2026, withdrawals reached approximately $7.3 billion, followed by $3.4 billion in the first two weeks of August.

Sberbank CFO Taras Skvortsov noted that July was the worst month for outflows in six years. The liquidity shortage within the banking system has quadrupled since the start of the year, rising from 0.6 trillion to 2.6 trillion rubles. This drain on capital has left banks with insufficient funds to participate in government bond auctions.

In response to the funding shortfall and a growing budget deficit, the Russian Finance Ministry has indefinitely suspended its weekly OFZ government bond auctions. To compensate, the state is reportedly turning to pre-arranged deals with state-owned banks. Furthermore, the Kremlin is considering legislative measures that would allow the government to access roughly $40 billion in privately managed pension savings to offset war-related deficits.
