Smyth identifies several indicators of instability, noting that the Kremlin is maintaining a lower profile for this election cycle compared to previous years. Additionally, the usual practice of providing financial gifts to supporters, such as pensioners and military veterans, has been absent. This lack of engagement could suggest either a lack of trust in the regime's own supporters or significant financial constraints.

Despite the suppression of organized opposition through imprisonment, exile, or death, the report notes that Russian citizens have historically used methods like protest voting to express dissent.
