Russia hardens diplomatic stance following elections and drone attacks
Following the conclusion of the State Duma elections on September 20, the Kremlin has significantly hardened its diplomatic stance toward Ukraine. President Vladimir Putin, who previously suggested potential negotiations after the elections, has shifted to a more cautious position, stating that Russia will ‘think twice’ before responding to any proposals due to recent Ukrainian escalations.
The shift in rhetoric follows a massive Ukrainian drone campaign on the day of the elections, which targeted the Moscow region and reportedly struck polling stations and a school. Moscow officials described the attack as unprecedented, reporting civilian deaths and damage to an oil refinery.
Simultaneously, Russia faces mounting economic pressure due to the costs of the war. Finance Minister Anton Siluanov presented a budget proposal that anticipates significant deficits. With defense spending projected to rise to 17.1 trillion rubles by 2027, the Russian government is expected to face increasing fiscal strain, potentially requiring more financial contributions from its citizens to sustain the military effort and manage the impact of sanctions and infrastructure damage.
