Russia to hold first parliamentary elections since start of Ukraine war
Russia is set to hold parliamentary elections from September 18 to 20, marking the first national legislative vote since the invasion of Ukraine in February 2022. The elections will determine the 450 members of the State Duma for five-year terms. The voting system is split equally between party lists and single-mandate districts.
The ruling United Russia party, supported by President Vladimir Putin, is widely expected to maintain its dominance. According to late August polling from the state-run VTsIOM, United Russia holds a 37% lead, followed by the Communist Party at 11.6%. The party currently holds 310 seats and requires at least 300 to retain its supermajority, which allows for constitutional changes without opposition support.
Political competition is highly restricted. The Supreme Court has barred the Yabloko party, the only registered party openly opposing the conflict in Ukraine, from running on a party list. While some Yabloko candidates may still run in single-mandate districts, their chances of success are considered minimal. Other parties in the Duma, such as the Liberal Democratic Party of Russia, are expected to maintain their seats and continue supporting the government's stance on the war.
