Russia imposes 1 million ruble limit on cash exports to seven neighboring countries

Russian President Vladimir Putin has signed a decree imposing a strict limit on the amount of cash travelers can carry out of Russia to seven neighboring countries: Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. The new cap is set at 1 million rubles (approximately $11,900), a significant reduction from the previous limit of $100,000.

The decree also includes a total ban on businesses and entrepreneurs exporting ruble cash, with very few exceptions. Travelers wishing to transport larger sums must do so through designated international airports and provide bank documentation proving the legal origin of the funds. Violations of these rules may result in the confiscation of the entire sum.

While Moscow states the measure is intended to enhance national financial security and better control money flows, analysts have suggested different motivations. Some experts link the sudden restriction to rumors of potential military mobilization, noting that a previous mobilization in 2022 triggered a massive exodus of approximately 650,000 people from the country.
