Russia begins diesel shipments to U.S. under Trump-Putin agreement

Three Russian diesel tankers—the Talisman, Leruo, and Agioi Fanendes—are currently en route to the United States as part of a strategic agreement between President Donald Trump and President Vladimir Putin. The deal involves relaxing sanctions on Russian fuel exports in exchange for increased diesel supplies to the U.S. and global markets.

The shipments aim to lower fuel prices for American consumers ahead of the midterm elections on November 3, 2026. According to the agreement, Russia will immediately provide over 300,000 tonnes of diesel, followed by 500,000 tonnes in November and an additional 1 million tonnes shortly thereafter. Depending on refinery capacity, total deliveries could reach up to 3 million tonnes.

Russian refineries have already begun increasing diesel output, with daily production rising toward 180,000 tonnes following the approval of new export quotas. While the administration views the move as a way to mitigate fuel shortages and provide a diplomatic incentive to reduce conflict in Ukraine, the deal has faced intense criticism from Ukrainian President Volodymyr Zelenskyy and members of the U.S. Congress. Some lawmakers have called for increased transparency regarding the identities of buyers and sellers involved in these transactions.
