Irkutsk region offers record 1.5 million ruble bonus to recruit foreign nationals
The Irkutsk region in Siberia has established a record recruitment bonus of 1.5 million rubles (approximately $17,800) for individuals who help foreign citizens or stateless persons sign contracts with the Russian Ministry of Defense. This marks the first time a Russian region has created a specific incentive category for recruiting foreign nationals.
In addition to the foreign recruitment bonus, the region has doubled the incentive for recruiting Russian citizens from other regions, raising it from 400,000 to 800,000 rubles. This trend of increasing financial incentives is being mirrored in other parts of Russia; the Smolensk region has raised its bonus to 1 million rubles, and the Ryazan region offers up to 805,000 rubles.
Reports indicate that Russian authorities have intensified efforts to recruit foreigners since the decline of domestic volunteers. The Ukrainian war prisoner coordination headquarters reported in April that at least 28,391 foreign citizens from 136 countries have been identified fighting for the Russian military. Human rights advocates have warned that these recruitment efforts are sometimes accompanied by deceptive practices, including false promises of civilian work or residency.
