Russia initiates Arctic oil exports and increases diesel production

Russia has launched a new Arctic oil export route via a terminal in the Kara Sea, with the first tankers heading toward Asian markets, primarily China. This initiative, part of the Vostok Oil project, aims to bypass southern routes and reduce reliance on Baltic and Black Sea ports, which are vulnerable to Ukrainian drone attacks. Rosneft plans to scale exports from 30 million tons in late 2027 to 100 million tons annually by 2030, equivalent to approximately 2 million barrels per day.

However, achieving these targets faces significant hurdles, including a shortage of specialized Arctic-capable tankers and limited access to Western technology due to sanctions. While Rosneft estimates a need for at least 40 tankers, Russia currently possesses only four. The company is reportedly seeking cooperation with Chinese shipyards to address this gap.

In a separate development, Russian diesel production is rising following new export quotas. Following an agreement with the Trump administration and a US Treasury general license, Russian diesel is being cleared for import into the United States through April 2027. Production has increased toward 180,000 tons per day, coinciding with a seasonal drop in domestic demand, allowing for significant export volumes.
